Kassia Location Highlights: Living in the Flora Drive Enclave

Kassia sits at 31, 33, 35, 37 and 39 Flora Drive in District 17, inside the Pasir Ris planning area. The single most distinctive thing about the address is what is not there: the Flora Drive enclave is a pocket of low-rise private housing bounded by Upper Changi Road North, Loyang Avenue and the Pan Island Expressway, with no shophouses, no MRT station and no through traffic running past the door. That is the point of the location rather than an oversight, and it comes with an honest trade-off, because this is a car and bus address today rather than a walk-to-the-train one. What changes that is already under construction: Loyang and Pasir Ris East are both Cross Island Line stations on a phase the Land Transport Authority targets for 2030. Beyond the enclave, the address reaches Changi, Pasir Ris and Tampines for work, schooling and everyday needs, with the Tampines Expressway and the Pan Island Expressway both a short drive away. Connectivity: Two Cross Island Line Stations Under Construction
No MRT station is within walking distance of Flora Drive today. Two are being built nearby. Loyang and Pasir Ris East are both stations on Cross Island Line Phase 1, a 29-kilometre stretch of 12 stations running from Aviation Park to Bright Hill, which the Land Transport Authority expects to complete by 2030. That is a confirmed programme with a target year and civil contracts already awarded, not a masterplan aspiration.
What the new line changes. Pasir Ris becomes an interchange between the Cross Island Line and the East-West Line when Phase 1 opens, which is the connection that matters most from this address: it turns a single bus or car leg into a rail journey with a choice of two lines at the far end. The Cross Island Line Punggol Extension follows in 2032, adding a second interchange at Pasir Ris toward the north east.
What is operating now. Of the stations already running, Pasir Ris on the East-West Line and Upper Changi on the Downtown Line are the nearest, both reached by road rather than on foot. The developer provides a shuttle bus service to a nearby MRT station for a period of one year, commencing within six months from the Temporary Occupation Permit, subject to the developer’s conditions. That is a bridging measure covering the first year of occupation rather than a permanent arrangement, and it is worth reading as exactly that.
Bus Service 5 calls at Flora Drive itself. From 21 July 2019 the route of Service 5, which runs between Pasir Ris Interchange and Bukit Merah Interchange, was amended to serve this neighbourhood directly. It picked up four stops: a new pair on Flora Drive, coded 98299 and 98291, and a pair on Mariam Way, coded 98311 and 98319. The amendment exists to give Flora Drive and Mariam Way residents a direct link to Upper Changi station on the Downtown Line and to the Pasir Ris and Simei estates, and the amended route trades away two pairs of stops on Upper Changi Road North, which are reached by transferring to Service 2. Details are on SBS Transit’s route amendment notice. This is the permanent public transport link from the door, and unlike the developer shuttle it does not expire.

By road. The Tampines Expressway and the Pan Island Expressway are both a short drive from Flora Drive, and the East Coast Parkway is reached by way of Changi. Old Tampines Road and Loyang Avenue carry local traffic out of the enclave in either direction.
Parks, Beaches and the Round Island Route

Green space around Flora Drive is genuinely accessible rather than a marketing line, and the figures carry it. Changi Beach Park runs 3.3 kilometres along the sea, and from it a cyclist or walker can join the 75-kilometre eastern section of the Round Island Route park connector without crossing back through built-up ground.
Parks within the surrounding area take in Pasir Ris Park, Pasir Ris Town Park, Tampines Eco Green, Bedok Reservoir and East Coast Park, covering nature walks, cycling and water sports between them. The Pasir Ris, Loyang, Tampines, Simei, Siglap and Bedok Park Connectors thread through the district and link most of these to one another, which is what makes the network usable rather than a set of separate destinations.
Seaside dining and leisure sit at the Changi end. Changi Village and the Cosford Container Park are the closest of these, and Downtown East, Wild Wild Wet and D’Resort at Downtown East cover family days out toward Pasir Ris. Gallop Stable at Pasir Ris, the National Sailing Centre, Laguna National Golf Resort Club and Tanah Merah Country Club round out the recreation within the eastern corner, alongside Our Tampines Hub and SAFRA Tampines further inland.
Shopping, Hawker Fare and Everyday Needs
Everyday shopping runs on a two-tier pattern from this address: small and close for daily needs, larger and a drive away for everything else.
Immediate and daily. Loyang Point, White Sands and Pasir Ris Mall cover the neighbourhood run, with Pasir Ris Central Hawker Centre and the Tampines Round Market and Food Centre for hawker fare. Giant Hypermarket, Courts Megastore and IKEA sit together as a single furnishing and grocery cluster.
Destination malls. Tampines Mall, Century Square and Tampines 1 stand together beside Tampines Bus Interchange, which is the largest concentration of retail within reach. In the other direction, Changi City Point sits beside the Singapore Expo and Jewel Changi Airport anchors the airport end. EastPoint Mall, Bedok Mall and Heartbeat at Bedok extend the range south west.
Schools Around Flora Drive
The catchment is unusually deep in international schooling for an outer-east address, which is the distinctive thing about it rather than the local roll alone.
International. The Overseas Family School, UWCSEA East Campus, Middleton International School and The Japanese Primary School are all in the surrounding area, with the Singapore University of Technology and Design nearby.
Primary. Elias Park, Casuarina, Pasir Ris, White Sands, East Spring, Gongshang, Yumin, Chongzheng, Temasek and Poi Ching are the primary schools shown across the district, along with St. Hilda’s.
Secondary and post-secondary. Loyang View, Pasir Ris, Pasir Ris Crest, East Spring, Ngee Ann, Dunman, Temasek and Hai Sing Catholic cover secondary, with Tampines Meridian Junior College, Temasek Polytechnic and ITE College East beyond that.
On the registration radius. Priority admission in the Ministry of Education’s Primary 1 exercise turns on the Home-School Distance category, which is an aerial measurement taken to the school’s land boundary rather than a drive time, and the categories are within 1km, between 1km and 2km, and beyond 2km. Buyers weighing a specific school should check the category against a specific block address using MOE’s own guidance and distance tool rather than reading distance off a location map. The block matters here, because Kassia spans four separate residential addresses along Flora Drive and they do not share a postal code.
Work and the Changi East Transformation
Employment within a short drive is concentrated in the Changi corridor. Changi Business Park, Changi Airport, the Loyang Industrial Estate, Changi International LogisPark, Singapore Expo and Changi General Hospital are all in the eastern quadrant, with Tampines Regional Centre inland of them.
Changi East, on a longer horizon. The Changi East development spans 1,080 hectares and is planned around Terminal 5 together with lifestyle destinations and mixed live, work, learn and play districts integrated with Changi Airport and Changi City. This is a long-range programme: no completion date for it appears in the developer’s materials, and it should be read as planning context rather than as a dated commitment in the way the Cross Island Line target is. The two belong in separate sentences for exactly that reason.
