This is a freehold condo at Flora Drive in an enclave where the more recent condominiums were built on 99-year leases. No MRT station sits within walking distance today, and it is worth saying so plainly. Two Cross Island Line stations are under construction nearby instead: Loyang and Pasir Ris East, both part of CRL Phase 1, which the Land Transport Authority targets for completion by 2030. Bus Service 5 calls at stops on Flora Drive itself, and the developer provides a shuttle bus to a nearby MRT station for one year from TOP.
Facilities run to 36 numbered zones across the grounds, anchored by a three-storey Grand Clubhouse at 35 Flora Drive, a 50m Lap Pool with roughly 414 sqm of water surface, a separate Leisure Pool at roughly 250 sqm, and a Children Aqua Play Area. The development is certified BCA Green Mark GM2021 Gold Plus, runs an automated pneumatic waste conveyance system, and provides 276 basement residential parking lots for its 276 homes.
Kassia is the eleventh development Tripartite has built in this enclave. The ten before it delivered 4,151 homes across Flora Drive, Flora Road and Mariam Way between 1996 and 2022. Expected TOP is 1 November 2029, with legal completion expected 1 November 2032.

Kassia Project Information – The site plan numbers 36 separate facility zones across 150,838.98 sqft of freehold land holding only 276 homes. The anchor is the Grand Clubhouse at 35 Flora Drive, the one address on the site that is not a residential block. The two pools sit at opposite ends of the grounds, so a lap swimmer and a family with young children are not competing for the same water.

Kassia Floor Plans: 474 sqft to 1,345 sqft
Kassia Floor Plans cover 19 unit types across seven bedroom configurations. The 1 Bedroom types are all 474 sqft, the 2 Bedroom types all 657 sqft across six types built on three distinct layouts, and the range runs up through a 549 sqft 1 Bedroom (With Study), a 753 sqft 2 Bedroom (With Study), 904 and 926 sqft 3 Bedroom plans, a 1,055 sqft 3 Bedroom (With Yard), and the 1,345 sqft 4 Bedroom. Twenty-eight first-storey units come with a Private Enclosed Space in place of a balcony.
Three details are worth knowing before you shortlist. The Study in every Study-bearing type is an open alcove rather than an enclosed room: all four plans draw it as an open recess with no door and no partition symbol at the opening. The Household Shelter appears in only 64 of the 276 units, all of them 3 Bedroom (With Yard) or 4 Bedroom types. And the 4 Bedroom types are the only homes here with three full bathrooms, plus a separate WC off the yard. Ceiling heights hold at 2,900mm across every habitable room in every unit type, from the smallest 1 Bedroom to the largest 4 Bedroom.
Monthly maintenance runs on three share-value bands computed at $87.30 per share, subject to GST: $436.50 for the 1 Bedroom types, $523.80 for everything from 1 Bedroom (With Study) through 3 Bedroom (With Yard), and $611.10 for the two 4 Bedroom types. What sets Kassia apart: Tenure and Timing. An estate in perpetuity has no expiry, which sidesteps the financing frictions that tighten on a leasehold property as its remaining lease shortens: CPF Ordinary Account monies can only be applied in full where the remaining lease covers the youngest owner to age 95, and bank loan tenure and loan-to-value limits narrow alongside it. Those effects bite the resale buyer rather than the first owner, which is exactly why they matter to an exit. On timing, Kassia is expected to complete in November 2029, with Cross Island Line Phase 1 targeted for 2030 and the 1,080-hectare Changi East programme, including Changi Airport Terminal 5, running through the following decade.

Two Cross Island Line Stations Targeted for 2030
Kassia sits in the Flora Drive enclave, covered in full on the Kassia location highlights page: a pocket of low-rise private housing in the Pasir Ris planning area, bounded by Upper Changi Road North, Loyang Avenue and the Pan Island Expressway. There are no shophouses, no MRT station and no through traffic, which is the point of the address. The honest trade-off is that this is a car-and-bus location today rather than a walk-to-the-train one.
Loyang and Pasir Ris East are both under construction on Cross Island Line Phase 1, a 29-kilometre, 12-station stretch from Aviation Park to Bright Hill that the Land Transport Authority targets for completion by 2030, at which point Pasir Ris becomes an interchange between the Cross Island Line and the East-West Line. Of the stations operating today, Pasir Ris on the East-West Line and Upper Changi on the Downtown Line are the nearest, and Bus Service 5 calls at a pair of stops on Flora Drive itself. The Tampines Expressway and Pan Island Expressway are both a short drive away.

The Developer: Eleven Projects in This Enclave Since 1996
Kassia is developed by Tripartite Developers Pte. Limited (Co. Registration No. 196800485K, Developer Licence C1502), an established joint venture company owned by Hong Leong Holdings Limited, City Developments Limited and TID Pte. Ltd. What sets the developer record here apart is not the size of the parent companies but the concentration. Tripartite has built ten condominiums in this same enclave since 1996: Azalea Park, Ballota Park, Carissa Park, Dahlia Park, Edelweiss Park, Ferraria Park, The Gale, Hedges Park, The Inflora and The Jovell. Between them those ten delivered 4,151 homes, roughly one project every three years across twenty-six years. Kassia is the eleventh, and at 276 units the smallest of them.
The practical value of that record for a buyer is not sentiment about a brand. Ten finished, occupied, resale-traded developments by the same joint venture stand on Flora Drive, Flora Road and Mariam Way, the same three streets, so their build quality, common-area upkeep and management standards can be inspected in person before committing to an off-plan purchase.
Hong Leong Holdings Limited, incorporated in July 1968, is the private property development and investment arm of the Hong Leong Group, with close to 100 residential properties developed and eight commercial developments under management.
